Call for Application – Consultancy Services for Advocacy on Local Content Development in Nigeria’s Renewable Energy Sector
Background
The Renewable Energy Association of Nigeria (REAN) is Nigeria’s foremost industry association for renewable energy professionals, developers, manufacturers, service providers, and other stakeholders across the renewable energy value chain. REAN promotes renewable energy deployment through policy advocacy, stakeholder coordination, research, and market development initiatives. Its mission is to accelerate renewable energy adoption in Nigeria by fostering collaboration, advocating enabling policies, strengthening industry standards, and promoting sustainable market growth.
As part of the Institutional Strengthening and Policy Advocacy for Nigeria’s Renewable Energy Transition (ISPA) program, REAN is seeking the services of a qualified consultant to support its advocacy efforts on local content development in Nigeria’s renewable energy sector.
Nigeria’s renewable energy sector presents significant opportunities for domestic manufacturing, assembly, technical services, employment and wider industrial development. However, local participation across the renewable energy value chain remains constrained by limited availability of reliable industry data, gaps in local productive capacity, limited coordination among stakeholders, and the absence or insufficient implementation of structured approaches to local content development.
The ISPA program therefore provides for the establishment of a Working Group, a national local content baseline assessment and industry survey, international benchmarking, mapping of manufacturers and service providers, stakeholder engagement and policy dialogue, publication of a Local Content Baseline Report, and the development of agreed principles and a roadmap for phased local content development.
Purpose of the Consultancy
The purpose of this consultancy is to provide technical and strategic support to REAN in developing and advancing an evidence-based advocacy agenda for local content development in Nigeria’s renewable energy sector.
The consultant will work closely with REAN’s Secretariat and Policy Advocacy Working Group to generate relevant evidence, engage key stakeholders, develop practical advocacy recommendations, and support REAN in positioning local content development as a pathway for strengthening Nigeria’s renewable energy value chain, investment opportunities and domestic industrial participation.
Objectives
The specific objectives are to:
- Assess the current state of local content participation across Nigeria’s renewable energy value chain.
- Identify key opportunities, constraints and policy gaps affecting domestic manufacturing, assembly, services, skills and other forms of local participation.
- Map relevant local manufacturers, assemblers, service providers and other actors within the renewable energy value chain.
- Review relevant local content policies, regulations and institutional frameworks and identify areas requiring strengthening or clarification.
- Undertake relevant international or regional benchmarking to identify lessons that may inform Nigeria’s approach to renewable energy local content development.
- Facilitate evidence-based engagement between REAN, government institutions, regulators, industry stakeholders, financiers and other relevant actors.
- Develop practical policy and advocacy recommendations that support a phased, commercially viable and investment-friendly approach to local content development.
- Support REAN in consolidating stakeholder positions and developing an advocacy and engagement roadmap for subsequent policy development and implementation.
Scope of Work
The consultant will be expected to undertake the following activities:
- Inception and Methodology
To develop an inception approach for the assignment, including the proposed methodology, key research questions, stakeholder engagement approach, workplan and proposed outputs. The consultant will review relevant existing REAN materials and other available information relating to local content development and use these as a basis for the assignment.
- Local Content Baseline Assessment
To conduct an assessment of the current level of local participation in Nigeria’s renewable energy sector. The assessment should, as appropriate, examine areas including manufacturing, assembly, installation and EPC services, operations and maintenance, distribution, technical services, professional services, skills and other relevant segments of the value chain. The consultant should identify major gaps, opportunities and constraints affecting local participation and competitiveness.
- Industry Survey and Capacity Mapping
To handle the design and implementation of an industry survey to generate data on local content participation. The survey results should contribute to the mapping of relevant manufacturers, assemblers and service providers, including their areas of operation, capabilities and areas of the value chain in which they participate.
The ISPA program targets a minimum of 50 companies for the industry survey and mapping of approximately 50–100 local entities.
- Policy and Regulatory Review
To review relevant policies, regulations and institutional arrangements influencing local content development in the renewable energy sector. The consultant will identify policy gaps, implementation challenges, institutional overlaps or other barriers and develop recommendations that can inform REAN’s advocacy positions.
- Benchmarking
To undertake appropriate international and/or regional benchmarking of renewable energy local content approaches.
The benchmarking should focus on lessons that are relevant and potentially adaptable to the Nigerian context, particularly approaches that encourage domestic industrial participation without creating unnecessary barriers to investment and technology deployment.
- Stakeholder Engagement
To engage relevant stakeholders, including government ministries and agencies, regulators, industry players, financiers, development partners, manufacturers, service providers and other relevant institutions.
The consultant will also prepare discussion materials and facilitate or contribute to stakeholder consultations as agreed with REAN.
- Policy Dialogue and Advocacy
To organise at least one structured multi-stakeholder policy dialogue on local content development. The consultant will help synthesise stakeholder perspectives and identify areas of convergence and priority issues for REAN’s advocacy. The ISPA program anticipates a structured local content policy dialogue involving regulators, ministries, financiers and industry stakeholders.
- Development of Advocacy Recommendations
To develop clear and evidence-based policy recommendations for REAN’s consideration. Recommendations should focus on practical measures for strengthening local participation, supporting domestic industry development, improving market opportunities and creating an enabling environment for investment in local renewable energy value chains.
- Local Content Baseline Report
To prepare a Local Content Baseline/Status Report that presents all the findings and outcomes of the assessment, industry survey, capacity mapping policy dialogue and stakeholder engagement. The report should also include practical recommendations and provide an evidence base for REAN’s continued engagement with policymakers and other stakeholders.
- Advocacy and Engagement Roadmap
To consolidate agreed principles and priority advocacy issues and develop a practical engagement roadmap for the subsequent phase of local content policy development. The roadmap should identify priority issues, relevant stakeholders and possible engagement pathways without unnecessarily prescribing activities beyond the scope of the consultancy.

The consultancy is expected to produce the following outputs:

- Local content baseline assessment.
- Industry survey findings and local content capacity mapping.
- Review of relevant policy and regulatory frameworks.

Approach and Methodology

The approach should be participatory, evidence-based and responsive to the realities of Nigeria’s renewable energy market. The methodology may include desk research, review of relevant policies and regulations, industry surveys, stakeholder interviews, consultations, focus group discussions, benchmarking and analysis of available market data.
The consultant should work closely with REAN’s Policy Advocacy Working Group and Secretariat throughout the assignment and ensure that relevant industry perspectives are reflected in the findings and recommendations.
Duration

The consultant will be expected to provide a detailed workplan during the inception phase.

All research findings, datasets, stakeholder consultation outputs and other materials developed under the assignment will be submitted to REAN.
